   A delegation headed by the President of the Federal Supreme Court, Judge Jassim Mohamed Abboud, attended the eighth Cairo meeting of the presidents of the constitutional and supreme courts and the African constitutional councils (constitutional protection of rights and freedoms in exceptional circumstances).

During his attendance at the meeting, Judge Al-Amiri stressed that "the principles of the Iraqi Constitution of 2005 provided protection for the public and private rights and freedoms of the Iraqi people after these rights and freedoms were defined under a full chapter in the constitution."

"The constitution also stipulates that it is not permissible to enact a law that contradicts the principles of democracy and that it is not permissible to enact a law that contradicts the rights and freedoms enshrined in the constitution," he added.

"The constitution is based on the principle that the system of government is based on the principle of peaceful rotation of power and the participation of all in the enjoyment of all political and civil rights, including the right to vote, elect and be nominated, in order to achieve the principle of peaceful rotation of power and to ensure the preservation of all the principles brought by the Constitution of the Republic of Iraq in order to reach a real democracy in which the will of the Iraqi people is embodied," the President of the Federal Supreme Court said.

Judge Al-Amiri stressed that "what the Iraqi people have achieved during the previous period is a great achievement at the constitutional level and at the democratic level, especially after Iraq was able to complete several elections with great success, the latest of which was the elections for the Kurdistan Regional Parliament, which was held by the Independent High Electoral Commission and with great success embodied the will of the people in general."

"This is a major achievement for Iraq in terms of democratic building, institutional building and the constitutional judiciary playing a major role in the process of preserving the constitution in order to preserve public and private rights and freedoms for all Iraqi people," he said.

He pointed out that "the Constitution of the Republic of Iraq has achieved full independence of the judiciary from the legislative and executive authorities, and the Iraqi Federal Supreme Court has played a major role in building constitutional institutions and in preserving the Constitution of the Republic of Iraq in the interest of the Iraqi people.

In turn, a member of the Federal Supreme Court, Judge Ghaleb Amer Al-Gharibawi, stressed that "we are pleased to attend this extraordinary and large meeting of African constitutional councils and courts, which is attended by the Federal Supreme Court in Iraq as an observer member, and the meeting talked about constitutional oversight of laws, regulations and regulations in exceptional circumstances, and the delegation of the Federal Court was briefed on the experiences of the participating countries, which are more than 40 countries."

He added, "The President of the Federal Supreme Court in Iraq also had a speech in this regard, through which he put forward the constitutional provision to declare emergency circumstances and exceptional circumstances, and through which he presented judicial experiences, judicial judgment and constitutional oversight of the Federal Supreme Court in Iraq over laws, regulations, regulations and procedures, whether issued by the legislative authority or the executive authority during emergency circumstances."
